On December 31, 2024, the Central Executive Committee issued Guidance 04-HD/TW guiding specific issues related to the implementation of the Election Regulations within the Communist Party.

The Central Executive Committee provides guidance on specific issues for implementing the Election Regulations within the Communist Party as issued with Decision 190-QD/TW in 2024.

In this context, the guidance on soliciting opinions for candidates nominated at the Party Congress (conference) is as follows:

- The presidium (chair) of the congress (conference) is responsible for conducting opinion polls at the congress (conference) for cases of candidacy and nominations as stipulated in Clause 4, Article 17. For cases specified in Clause 6, Article 20, Clause 4, Article 21, Clause 5, Article 22, Clause 7, Article 23, Clause 3, Article 24, Clause 6, Article 25, Clause 5, Article 26, Clause 3, Article 27, Clause 4, Article 28, and Clause 5, Article 29: The presidium, standing committee of the party committee, or the Politburo will consider and decide on conducting opinion polls.

- The presidium (chair) of the congress (conference) sets up a team to assist in counting the opinion polls, which includes members of the secretariat. If necessary, the presidium (chair) of the congress (conference) may select certain official delegates (at the representative congress or in the conference) or certain official party members (at the party members' congress) not listed in the candidacy or nomination list to participate in the support team for counting votes.

- Opinion poll forms for the congress (conference) are to be used according to the template (Form No. 4), stamped by the convening party committee at the upper left corner of the form (for branch committees under the grassroots party committee or sub-party committees, the sub-party committee stamp is used). The forms contain the names of candidates and nominees, arranged alphabetically; if names are duplicated, they are sorted by surname; if surnames are also duplicated, they are sorted by middle name; if all three elements are identical, the one with a longer party membership is placed higher (where printing facilities are unavailable, the support team may record the list on the form; the team appoints one person responsible for recording from start to finish using a single type of pen and ink to ensure consistency).

- Delegates (of the congress or conference) or party members select, marking an X in the box agreeing or disagreeing corresponding to the person's name on the opinion poll form.

- The support team for counting votes instructs on how to cast votes, inspects, seals ballot boxes, distributes ballots, tallies and reports to the congress (conference) on the number of ballots distributed and returned; counts the votes (calculating the results of opinion polls, valid and invalid ballots as per the election result calculation regulations), prepares a counting report (Form No. 5), reports to the presidium (chair) to present to the congress (conference) for consideration and decision.

Guidance on Counting Votes by Computer

In Section 3 of Guidance 04-HD/TW, the method for counting votes using computers is outlined as follows:

If counting votes by computer, the executive committee or standing committee of the party convening the congress must choose technical staff who meet political, professional, technical, and confidentiality standards to recommend to the congress presidium for decision on utilization. The use of vote-counting software directed by the Central Military Commission is unanimous, ensuring confidentiality; the Central Organization Board is responsible for management and provision.
