On July 1, 2024, the Ministry of Labor, Invalids and Social Affairs issued Official Dispatch 2833/BLDTBXH-CNCC providing guidance on presidential gift-giving on the occasion of the 77th anniversary of the War Invalids and Martyrs' Day (July 27, 1947 - July 27, 2024).

Implementing Decision 590/QD-CTN in 2024 of the President on the occasion of the 77th anniversary of the War Invalids and Martyrs' Day (July 27, 1947 - July 27, 2024) (enclosed), the Ministry of Labor, Invalids and Social Affairs (Hanoi, Vietnam) provides additional guidance as follows:
- For the subjects specified in Clause 1 and point a, Clause 2, Article 1 Decision 590/QD-CTN:
Each person only receives one gift from the President. In the case that a person is recognized as two or more eligible subjects entitled to two levels of gifts, they receive one gift at the highest level. If eligible for the same level of gift, they receive one gift at that level.
- For the subjects specified in point b, Clause 2, Article 1 Decision 590/QD-CTN:
The representative of a martyr's family is the only living person among all family members who can receive one gift. If the representative of a martyr's family is also a subject entitled to a gift according to Clause 1 and point a, Clause 2, Article 1 Decision 590/QD-CTN, another family member of the martyr receives one gift on behalf of the martyr's family.
In a case where the martyr's family has only one surviving member, who is also the designated sole family representative entitled to a gift under point a, Clause 1 and point a, Clause 2, Article 1 Decision 590/QD-CTN, that person will receive an additional gift for representing the martyr's family.
If a martyr's family has two or more surviving members, all of whom are subjects entitled to gifts under point a, Clause 1 and point a, Clause 2, Article 1 Decision 590/QD-CTN, one person will be designated to receive one gift on behalf of the martyr's family.
- For the subjects specified in point c, Clause 2, Article 1 Decision 590/QD-CTN:
In cases where martyrs have no surviving family members, the person who worships the martyr receives the President's gift. Each martyr will be represented by one person who worships them and receives a gift.
The President's gifts for policy subjects are provided in cash. Gift-giving to those with merits must be combined with careful visits and encouragement from local agencies, organizations, and unions to each subject. The Chairperson of the Provincial/Municipal People's Committee will direct the Director of the Department of Labor, Invalids and Social Affairs to cooperate with local agencies to propagate and timely give the President's gifts to policy subjects before the War Invalids and Martyrs' Day, preventing errors and negative occurrences.
The funding for executing presidential gift-giving in localities is ensured by the Central Budget and is arranged in the state budget expenditure estimate for 2024 to implement the Ordinance on preferential treatment for people with meritorious services to the revolution.
The funding for gift-giving to policy subjects in the military and police forces is guided by the Ministry of National Defense and the Ministry of Public Security (Hanoi, Vietnam).
Based on the subjects receiving gifts on the War Invalids and Martyrs' Day, the Department of Labor, Invalids and Social Affairs will compile a list of recipients using Form No. 01 attached and submit it to the Department of Labor, Invalids and Social Affairs.
The Department of Labor, Invalids and Social Affairs (Hanoi, Vietnam) will verify, cross-check, and approve the list of recipients based on the original files, submit the approved list to the Department of Labor, Invalids and Social Affairs to organize the implementation, supervise, and report the local implementation results using Form No. 02 attached to the Ministry (Department of Persons with Meritorious Services, Department of Planning and Finance) by 31/8/2024.
