At the end of 2016, the Ministry of Natural Resources and Environment issued Circular 41/2016/TT-BTNMT regulating the Technical Process for Forecasting and Warning of Dangerous Hydrometeorological Phenomena.
Circular 41/2016/TT-BTNMT providing guidelines for the development of drought forecast and warning bulletins as follows:
- For the national meteorological and hydrological forecasting and warning system
- Title of the drought forecast and warning bulletin accompanied by the expected time, river basin, or area at risk of drought impact;- Developments of total rainfall, total water volume in the basin, forecast area over a period of 10 days, 1 month, 3 months, 6 months past or within the requested timeframe;- The percentage of total rainfall and water volume deficit over a period of 10 days, 1 month, 3 months, 6 months past, or within the requested timeframe compared to the multi-year average value for the same period;- Assessment of rainfall and flow developments in the basin, region over a period of 10 days, 1 month, 3 months, 6 months, or the next period;- Forecast values edited in the format of tables, charts, maps;- Comparison of the percentage of forecasted total rainfall and water volume with the multi-year average value for the same period;- Warning of the level of natural disaster risk due to drought implemented according to Article 7 Decision 44/2014/QD-TTg;- Implementation time of the bulletin; time of issuance of the next bulletin.
- Based on actual requirements, organizations and individuals outside the national meteorological and hydrological forecasting and warning system can self-regulate the content of the bulletin as appropriate.
