Guidance on classifying cities by regions and particular characteristics in Vietnam

The National Assembly Standing Committee promulgates Vietnam's Resolution 26/2022/UBTVQH15 amending and supplementing a number of articles of Resolution 1210/2016/UBTVQH13 dated May 25, 2016 on urban classification.

Applying urban classification by region: 

Vietnam's Resolution 26/2022/UBTVQH15 states that the application of urban classification according to regions determined according to the list of regulations to be implemented is:

For urban areas in the Red River Delta and the Southeast region, the criteria and criteria for urban classification shall comply with regulations applicable to the corresponding urban type.

In urban areas in the Northern Midlands and Mountains and in the Central Highlands, the minimum level of standards for the population size criterion is 60% of the prescribed level; the minimum level of the urban population density standard is equal to 50% of the prescribed level. Other criteria comply with regulations for the respective urban type.

In urban areas in the North Central Coast and Central Coast, the minimum level of standards for population size criterion is 80% of the prescribed level; the minimum level of the urban population density standard is 70% of the prescribed level. Other criteria comply with regulations for the respective urban type.

In urban areas in the Mekong River Delta, the minimum level of standards for population size criterion is 70% of the prescribed level; the minimum level of the urban population density standard is equal to 50% of the prescribed level. Other criteria comply with regulations for the respective urban type.

Applying classification to urban areas with particular characteristics

In urban areas with specific factors, the assessment of the standards in Table 1A, standard 3 in Table 1B, and standard 1 in Section II.1 of Table 5A in Appendix 1 of Vietnam's Resolution 26/2022/UBTVQH15 shall be carried out according to the regulations for the respective urban type; the remaining criteria and criteria for urban classification are applied as follows:

- In urban areas with national borders, the minimum level of criteria for population size criteria and population density criteria is 50% of the prescribed level; the minimum level of other standards is equal to 70% of the prescribed level of the corresponding urban type;

- For urban areas on islands, the minimum level of standards for population size criteria, population density criteria, ratio of non-agricultural workers and standard groups of structural and socio-economic conditions is equal to 20% of the prescribed level; the minimum level of standards for the criteria of the level of infrastructure development and urban architecture and landscape is equal to 50% of the prescribed level of the corresponding urban type;

- For urban areas of grade III, IV and V on the list of administrative units identified by the competent authority as mountainous or highland, the minimum level of the criteria of population size and population density is equal to 50% of the prescribed level of the corresponding urban type, and the minimum level of other standards is equal to 70% of the prescribed level of the corresponding urban type;

- If the area expected to form a grade-V urban center is the administrative center of a district located in an area with extremely difficult socio-economic conditions, the minimum level of standards on architecture and urban landscape of the province must be met the criteria for infrastructure development and urban architecture and landscape development is equal to 70% of the prescribed level; the minimum level of other standards is equal to 50% of the prescribed level of the corresponding urban type;

- Areas that are planned to form urban centers and urban centers to preserve and promote the unique values of the ancient capital and the tangible cultural heritage recognized by UNESCO shall not consider population density criteria; the standards on architecture and urban landscape of the criteria of infrastructure development level and urban architecture and landscape comply with regulations applicable to the respective urban type; the minimum level of other standards is equal to 50% of the prescribed level of the corresponding urban type.

Only one of the provisions in Clauses 1 and 2 of Article 9 of Resolution 1210/2016/UBTVQH13 shall be applied to evaluate the criteria and standards when implementing urban classification for each specific urban center and shall apply when standards have not yet reached the prescribed minimum level.

In order to meet special requirements on territorial management, national sovereignty protection, and socioeconomic development, urban classification can be done after the competent authority decides to establish a city and adjusts the boundaries of urban administrative units.

Vietnam's Resolution 26/2022/UBTVQH15 takes effect from January 1, 2023.
