On August 19, 2024, the Ministry of Transport issued Decision 1032/QD-BGTVT which prescribes the Regulations on the organization and activities of the Emulation Block under the Ministry of Transport of Vietnam.
According to Article 5 of Decision 1032/QD-BGTVT, the general tasks and operations of the Emulation Block under the Ministry of Transport are specified as follows:
(1) General tasks:
- Organize and respond to, implement the emulation movements initiated by the Ministry’s Emulation and Commendation Council and the Central Emulation and Commendation Council. Organize the launching and signing of annual emulation agreements.
- Conduct inspections, surveys, exchanges, and learning experiences among members within the Cluster and between Emulation Blocks. Depending on the actual situation, activities like workshops, exchange sessions, seminars, experience exchanges on models, good practices, advanced examples; organize training on emulation and commendation, cultural and sport events among member units in the Cluster; organize gratitude activities and social welfare... ensuring savings, practicality, and effectiveness.
- Organize preliminary reviews, summing up, and evaluate the implementation results of emulation movements; consider and propose commendations for member units within the Cluster as per regulations. Implement information policies and report annual activity results to the Ministry’s Emulation and Commendation Council.
- Perform other tasks as requested by the Ministry’s Emulation and Commendation Council.
(2) General activities of the Emulation Block:
* Organize Conferences: Annually, Clusters organize Emulation Launch Conferences, signing emulation agreements, and Annual Emulation and Commendation Summary Conferences (depending on the actual situation, these two conferences can be combined). The content of the Conferences includes:
- Emulation Launch Conference, signing emulation agreements including the following contents:
+ Develop or amend, supplement the Cluster’s Operating Regulations (if necessary);
+ Develop the program, and action plan for the Cluster’s emulation activities.
+ Develop the content of emulation agreements with themes, objectives, and criteria linking the Cluster’s emulation goals with the overall objectives of the Ministry.
+ Organize the launch of emulation movements and the signing of emulation agreements among members within the Cluster.
- The Annual Emulation and Commendation Summary Conference includes the following contents:
+ Evaluate and summarize emulation, commendation work, and activities in the year; propose solutions for the next year’s tasks. Announce the self-assessment results, and point verification of units within the Emulation Block.
+ Select, rank emulation; propose the Ministry of Transport consider and award one Emulation Flag of the Ministry of Transport and one Certificate of Merit of the Minister of Transport to the exemplary, outstanding unit within the Cluster; in case the exemplary, outstanding unit has prominent achievements compared to other Clusters, meeting the conditions and standards of the Emulation Flag of the Government of Vietnam, propose to the Ministry of Transport to consider and propose the Government of Vietnam to award the Government’s Emulation Flag.
+ Introduce and nominate the Cluster Head and Deputy Cluster Head for the following year.
- Time: Completed before January 30 each year (specifically, the Emulation Launch Conference and the signing of emulation agreements are completed in the first quarter).
- Participants of the Conference: Representatives of the leadership of member agencies and units in the Cluster; representatives of leadership and officials responsible for emulation and commendation work of members within the Cluster; members of the Ministry’s Emulation and Commendation Council assigned to monitor and direct the Cluster; other relevant parties.
* Organize Inspection Teams: Depending on the actual situation and the number of member units within the Cluster, the Cluster Head presides over the formulation and organization of the implementation of inspection plans, programs, and forms to ensure appropriateness and effectiveness; report inspection results to the Standing Committee of the Ministry’s Emulation and Commendation Council.
