Funding for the Adjustment of Pension Benefits: Source of Funds?

On May 20, 2019, the Government of Vietnam issued Decree No. 44/2019/ND-CP adjusting pensions, social insurance allowances, and monthly allowances.

According to the provisions of Decree 44/2019/ND-CP, the funding for adjusting pensions, social insurance benefits, and monthly allowances is stipulated as follows:

- The state budget ensures coverage for individuals receiving social insurance benefits before October 1, 1995; receiving monthly allowances under Decision 91/2000/QD-TTg, Decision 613/QD-TTg, and individuals specified in clauses 4, 5, 6, and 7 of Article 1 of Decree 44; receiving pensions under Decree 159/2006/ND-CP, Decree 11/2011/ND-CP, and Decree 23/2012/ND-CP.- The social insurance fund ensures coverage for individuals receiving social insurance benefits from October 1, 1995, onwards, including those currently receiving pensions and monthly allowances under Decree 92/2009/ND-CP, Decree 121/2003/ND-CP, and Decree 09/1998/ND-CP.
