On December 28, 2018, the Ministry of Labor, War Invalids and Social Affairs (BLDTBXH) issued Circular 52/2018/TT-BLDTBXH regulating the minimum knowledge volume and competency requirements that learners must achieve upon graduation from intermediate or college levels in the fields of agriculture, forestry, fisheries, and veterinary science.

According to the regulations on the minimum volume of knowledge and competency requirements that learners must achieve after graduating at the intermediate level, college level in the field of forestry, as issued with Circular 52/2018/TT-BLDTBXH, the forest ranger at the intermediate level is a profession that performs tasks related to forest management and protection; propagating, disseminating, and enforcing forestry laws; forest fire prevention and fighting; monitoring forest resource changes, meeting the requirements of level 4 in the Vietnamese national qualification framework.
Forest rangers are generally assigned to work at district-level forest ranger stations, forest protection zones, special-use forests, regional forest ranger agencies, forest gate ranger stations, local forest rangers, or serve as specialists in various departments at the district or sub-district forest ranger agencies, and other state forestry management agencies. The minimum knowledge volume required is 1400 hours (equivalent to 50 credits).
Furthermore, after graduation, learners are competent to meet the requirements of job positions in the field, which include:
- Propagating and disseminating forestry laws;- Conserving forest plants and wildlife;- Forest fire prevention and fighting;- Controlling forest pests;- Enforcing forestry laws;- Developing forests;- Monitoring forest resource changes.
Note that the minimum knowledge volume and competency requirements that learners must achieve after graduating in the intermediate-level forestry field can continue to develop at higher levels. Graduates will have the competence for self-learning, self-updating scientific and technological advances within the scope of the field to enhance their competence or to further their studies to higher levels within the same field or in related fields of study.
