Export of bird's nests for bird's nest processing business in Vietnam

I would like to ask what the regulations are for the business of processing bird's nest from Vietnam to China - Ngoc Vi (Long An, Vietnam)

The Ministry of Agriculture and Rural Development of Vietnam issued Official Dispatch 8107/BNN-TY dated November 1, 2022, implementing the Protocol on exporting bird's nest products from Vietnam to China.

Thus, the regulations on the export of bird's nests for business establishments processing bird's nests are as follows:

1. For businesses dealing in and processing bird's nest products in Vietnam

In Section 2 of Official Dispatch 8107/BNN-TY in 2022, enterprises are directed to trade and process bird's nest products as follows:

- Carefully study the regulations of Vietnam and the contents of the Protocol (sent with this dispatch) to have a specific plan and organize the production of processed bird's nest products in order to meet the requirements and be allowed to export to the Chinese market.

- Actively review and invest in upgrading the conditions of the chain of production and processing establishments to ensure that they meet export requirements.

- Submit a document to the Department of Animal Health requesting guidance and support for exporting bird's nest products to China. Attach a list of swiftlet breeders that provide raw bird nests for businesses (including information on the swiftlet house code, name and address of the swiftlet house, and area and yield of the swiftlet house) and send it to the Department of Animal Health for appraisal and shipment to China.

- Coordinate with central and local specialized agencies to supervise and collect samples for testing of Avian Influenza and Newcastle disease at enterprises' swiftlet houses; organizing the monitoring and sampling of food safety criteria in accordance with Vietnamese and Chinese regulations.

- Develope an information management system, assuring product traceability, and tracking everything from bird nest houses to exported goods.

- Prepare documents, information, and data for the registration of export enterprises according to the requirements of China and the guidance of the Department of Animal Health.

2. For localities exporting bird's nest products from Vietnam to China

Section 1 of Official Dispatch 8107/BNN-TY in 2022 stipulates directing enterprises to trade and process bird's nest products as follows:

- Carefully study the regulations of Vietnam and the contents of the Protocol (sent with this dispatch) to have a specific plan and organize the production of processed bird's nest products in order to meet the requirements and be allowed to export to the Chinese market.

- For the management of swiftlet breeding

+ Organize the development, submit it to competent authorities for approval, and organize the implementation of the plan on raising swiftlets, ensuring strict compliance with the provisions of the law on husbandry in accordance with the behavior of the swiftlets.

+ Review, evaluate, and issue codes to existing local swiftlet breeding houses, ensuring compliance with current regulations and requirements of importing countries; make a list of establishments meeting the requirements and send it to the Ministry of Agriculture and Rural Development (Department of Animal Health) to support and guide the organization of production for export.

+ Building an information management system and a database of local swiftlet farming to serve traceability

- For the prevention and control of swiftlet diseases

+ Organize effective poultry disease prevention and control (such as Avian Influenza, Newcastle, and others) to reduce the risk of disease spreading to local swiftlets.

+ Actively organize monitoring, taking samples to prove that there are no diseases (Avian Influenza, Newcastle) in poultry flocks and local swiftlets;

At the same time, coordinate with the Department of Animal Health to organize monitoring sampling at establishments wishing to export bird's nest products to China. (For export to China, it is necessary to demonstrate that there are no Avian Influenza diseases in Newcastle within a period of at least 12 months from the time of export).

+ Building an information management system, a database on epidemics, and monitoring the results of avian flu and Newcastle disease in the locality

- For the control and assurance of food safety

+ Coordinating to organize supervision and take samples for testing to prove the assurance of food safety during the production and processing of bird's nest products at establishments wishing to export bird's nest products.

+ Building a management information system, a database on food safety supervision in the locality
