On December 18, 2024, the Government of Vietnam issued Decree 160/2024/ND-CP regulating activities of driver training and examination.

Standards for automobile driving instructors in Vietnam from January 1, 2025

According to Article 10 of Decree 160/2024/ND-CP, the requirements for technical infrastructure for car driver training facilities are as follows:

- Instructors teaching theory must meet the following standards:

+ A graduate diploma from an intermediate level or higher in one of the following fields: law, automotive technology, automotive engineering technology, automobile assembly, or other fields with training content on law or automobiles accounting for 30% or more. Instructors teaching the driving technique subject must have a driving license at a level corresponding to or higher than the training vehicle class;

+ Possess one of the credentials or certificates of pedagogical skills: bachelor degree in teacher training, pedagogy, technical pedagogy; intermediate pedagogy; pedagogical skills level 1, level 2 certificate; pedagogical skills certificate for teaching at college and intermediate levels.

- Instructors teaching practical driving must meet the following standards:

+ A graduate diploma from a professional intermediate or vocational intermediate level or higher;

+ Possess a driving license corresponding to or higher than the training vehicle class;

+ Instructors teaching classes B, C1 must have a driving license valid for at least 3 years from the date of issue; instructors teaching classes C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE must have a driving license valid for at least 5 years from the date of issue;

+ Possess one of the credentials or certificates of pedagogical skills: bachelor degree in teacher training, pedagogy, technical pedagogy; intermediate pedagogy; pedagogical skills level 1, level 2 certificate; pedagogical skills certificate for teaching at college and intermediate levels;

+ Have completed training on practical driving teaching skills following the framework program stipulated in Appendix II attached to Decree 160/2024/ND-CP.

Certificate for practical driving instructors and issuance authority in Vietnam from January 1, 2025

- The Certificate for practical driving instructors is issued by the Department of Transport for instructors at car driver training facilities in the area and individuals meeting the standards specified in Clause 2, Article 10 of Decree 160/2024/ND-CP.

- The Certificate for practical driving instructors follows the form specified in Form No. 01 and Form No. 02 of Appendix III attached to Decree 160/2024/ND-CP.

- In the case of issuing an electronic Certificate for practical driving instructors (with a QR code), the Department of Transport publishes it on the electronic information site of the Department of Transport to extract information on the Certificate for practical driving instructors.

Dossier for issuing a Certificate for practical driving instructors in Vietnam from January 1, 2025

The Dossier for issuing a Certificate for practical driving instructors in Vietnam includes:

- An application form as stipulated in Appendix IV attached to Decree 160/2024/ND-CP;

- A graduate diploma from a professional intermediate or vocational intermediate level or higher (a copy accompanied by the original for verification, or a certified copy, or an authenticated electronic copy from the original, or an electronic copy from the original);

- Credentials or certificates of pedagogical skills (a copy accompanied by the original for verification, or a certified copy, or an authenticated electronic copy from the original, or an electronic copy from the original);

- 01 colored photo size 3 cm x 4 cm with a blue background, identity card style, taken within the last 6 months.

In cases where documents stipulated at points b and c of this section have been integrated into an electronic identification account, presentation and verification can be conducted through the electronic identification account.

Decree 160/2024/ND-CP takes effect from January 1, 2025.
