Below are the new regulations on energy usage norms in the plastic industry and reporting policies in Vietnam from April 1, 2025.

On December 25, 2024, the Minister of Industry and Trade of Vietnam issued Circular 29/2024/TT-BCT stipulating the energy usage norms in the plastic manufacturing industry.
According to Article 5 of Circular 29/2024/TT-BCT, the energy usage borms applicable to production facilities of plastic products are specified as follows:

The periodic reporting regime on the implementation of energy usage norms in the plastics industry is specified in Article 6 of Circular 29/2024/TT-BCT as follows:
- Before January 31 each year, plastic product manufacturing facilities are responsible for reporting to the local Department of Industry and Trade in writing, either directly or through postal services or via the https://dataenergy.vn portal regarding the energy usage standards implementation status as per the form stipulated in Appendix III issued with Circular 29/2024/TT-BCT.
In cases of electronic reporting through the https://dataenergy.vn portal, the plastic product manufacturing facility must contact the Department of Industry and Trade to establish and provide an account.
Within 20 working days from the receipt of reports from plastic product manufacturing facilities, the Department of Industry and Trade will give feedback, requesting additional information if needed.
Within 5 working days from the receipt of an additional information request from the Department of Industry and Trade, the plastic product manufacturing facility must modify and supplement the information as required.
- Before March 31 each year, the Department of Industry and Trade reports the energy usage standards implementation status to the Ministry of Industry and Trade (Energy Saving and Sustainable Development Department) in writing, either directly or through postal services or via the https://dataenergy.vn portal as per the form stipulated in Appendix II issued with Circular 29/2024/TT-BCT.
The responsibilities of plastics manufacturing facilities in Vietnam are as follows:
- Manage and monitor the production process to determine the amount of energy consumed.
- Comply with the energy usage standards specified in Article 5 of Circular 29/2024/TT-BCT. In cases of changes or fluctuations in the production process leading to non-compliance with the standards, the facility must report and explain to the competent authority the reasons and the implementation plan to meet the standards based on the energy audit report.
- Implement reporting policies as prescribed in Article 6 of Circular 29/2024/TT-BCT.
