From February 10, 2019, Circular 54/2018/TT-BLDTBXH issued by the Ministry of Labor, War Invalids and Social Affairs regulates the minimum volume of knowledge and requirements for competencies that learners must achieve after graduating from intermediate and college levels in fields of health and social services will take effect.

In the Regulation on the minimum volume of knowledge and competency requirements that learners must achieve after graduating from the intermediate level, college level in the field of medical laboratory techniques issued with Circular 54/2018/TT-BLDTBXH, the minimum skills that learners must acquire after graduating from the intermediate level in medical laboratory techniques are specified as follows:
- Be able to prepare some buffer solutions, dyes, reagents, media, and use test kits for testing work;- Perform basic tests in hematology and blood transfusion, biochemistry, immunology, microbiology, parasitology, and cytology for disease diagnosis and treatment;- Identify some commonly encountered pathogenic microorganisms;- Participate in organizing mass testing in the community under the guidance of higher authorities;- Use and maintain specialized equipment, chemicals, and biological products in the laboratory;- Control infections and handle waste according to biological safety standards in the laboratory;- Record, log, and statistically manage professional activities according to the prescribed templates. Store and preserve documents in the assigned field;- Use basic information technology as prescribed; apply information technology to some professional tasks in the field;- Use basic foreign language skills, reaching level 1/6 in the Vietnam's foreign language competency framework; apply foreign language to some professional tasks in the field.
