On September 23, 2011, the Ministry of Education and Training of Vietnam issued Circular 42/2011/TT-BGDDT concerning the regulation of commonly used textbooks, the organization of compilation, and the approval of commonly used textbooks for intermediate vocational training levels.
Editor-in-Chief and Members of the Editorial Board in Vietnam Must Meet the Following Standards (Illustrative Image)
Article 9 of Circular 42/2011/TT-BGDDT stipulates the standards for the editor-in-chief and members of the editorial board as follows:
- Possess a Master's degree or higher in a field or specialty relevant to the professional content of the proposed curriculum;
- Have at least 10 years of teaching experience or management, researching vocational education or higher education;
- Have been the Editor-in-Chief of at least one school-level curriculum or higher or at least have been a member of a school-level curriculum Editorial Board or higher and have led at least one scientific research topic or task at the foundational level or higher related to the professional content of the proposed curriculum.
- Possess a university degree or higher in a field or specialty relevant to the professional content of the proposed curriculum;
- Have at least 7 years of teaching experience or in management, researching vocational education or higher education;
- Have been at least a member of a school-level curriculum Editorial Board or higher;
- For members who are not educators or education management personnel, they must meet the requirements specified in point a, clause 2 of this Article and have at least 7 years of professional experience relevant to the content of the proposed curriculum.
For compiling common-use textbooks for foreign language subjects and in some other special cases, the Unit organizing the curriculum compilation will submit to the Minister for consideration and decision on the standards of the Editor-in-Chief and members of the Editorial Board.
Individuals in the Editorial Board must provide the Unit organizing the curriculum compilation with evidence of meeting the above standards for each individual.
