Duties of the Ministry of Science and Technology in the Management of Science and Technology Potential Development

1. Take charge, cooperate with ministries, central authorities, and localities to develop and implement the planning of the public science and technology organization network after issuance; guide the implementation of the autonomy mechanism of public science and technology organizations; specifically regulate the criteria for the establishment, classification, ranking, and operational conditions of science and technology organizations; establish, appraise the establishment, reorganize, and dissolve public science and technology organizations as per the provisions of law.

2. Issue under its authority or submit to competent authorities to issue and implement mechanisms and policies on training, fostering, using, and honoring individuals engaged in science and technology activities.

3. Develop and implement human resource development planning and plans for training and fostering science and technology personnel according to its authority.

4. Guide information, communication, library, and statistics activities in the field of science and technology; develop the science and technology market; build national information and science and technology statistics infrastructure; direct and organize technology and equipment markets, technology demand-supply connection activities, technology transaction centers, and science and technology exhibitions; build a system of national databases on science and technology; invest in developing advanced science and technology information networks connecting regionally and internationally.
