On December 20, 2008, the People's Council of Nghe An province, Vietnam issued Resolution 245/2008/NQ-HDND approving the Planning for exploration, extraction, processing, and use of various minerals for the period 2009-2020.
Development of infrastructure for the extraction, processing, and use of Minerals in Nghe An Province, Vietnam
Resolution 245/2008/NQ-HDND provides solutions for the development of infrastructure for mineral exploration, extraction, processing, and use in Vietnam for the period 2009-2020 as follows:
- Strengthen infrastructure development, especially in remote areas with valuable minerals to create favorable conditions for attracting investment in mine development specifically and socio-economic growth generally in those localities.
- Expedite the clearance of areas already licensed by the State for mineral activities to facilitate investors in mine development.
- Construct suitable facilities and equipment for the resource and environmental management system appropriate for a locality with mineral potential and numerous mining and processing facilities.
- Intensify basic geological investigation, provide loan interest support, and facilitate investors in conducting comprehensive geological reserve evaluations to create a robust resource basis for mine design activities and resource management, especially for tin and gold.
- Develop a comprehensive plan, approve, and announce the overall plan for mineral resources to have a basis for directing exploration, mining, and processing activities in the locality.
- Complete guidelines for resource management and environmental protection within the locality.
- Consolidate and improve the state management system, inspect and supervise resource and environmental activities in the locality such as:
- Develop and operationalize a coordination regulation between departments, branches, and the provincial People's Committee in managing, licensing, inspecting, and supervising mineral activities and environmental protection.
- Train and supplement mineral management staff with appropriate expertise for provincial and district levels, ensuring each district has a mining or geological engineer to specialize in mineral and environmental management.
- Administrative reform, enhancing resource and environmental management capacity, ensuring transparency, fairness, and consistency in licensing mineral exploration and processing activities. Clearly delineate responsibilities for resource management and environmental protection among levels.
- Decentralize resource management and environmental inspection to district levels, especially those with numerous mining and processing facilities.
- Develop a coordination regulation between departments, branches, and the People's Committee in managing, licensing, inspecting, and supervising mineral activities and environmental protection.
- Effectively disseminate and popularize the Mineral Law and Environmental Law, raising awareness among the populace and mining and processing facilities in the area.
