Recently, Circular 34/2018/TT-BCT was issued by the Ministry of Industry and Trade to amend and supplement Decision 41/2002/QD-BCN, which provides regulations on the inspection and verification of overburden volumes in open-pit coal mining.
Circular 34 Issued 04 Principles for Determining the Volume of Excavated Soil and Rock, Specifically:
- The volume of excavated soil and rock is determined and accepted by the method of geodetic calculations. Measurement data is the official data for calculations. The measurement time for acceptance allows for a maximum deviation of ±5 days from the last day of the acceptance period.- The volume of excavated soil and rock accepted for early or late measurement days compared to the last day of the period is converted from statistical data according to the truck model multiplied by the difference ratio between the measurement data and the statistical data according to the truck model of the previous month and used to add or subtract from the end-of-period measurement acceptance results.- The final period's accepted volume is the total volume calculated from the initial period map to the final period map minus the accepted volume.- If it is not possible to determine the volume of excavated soil and rock by geodetic calculations, it may be determined by statistical methods according to the truck model.
