Decree 12/ND-CP stipulates the adjustment of administrative boundaries and the establishment of communes in Co Do District as follows:

- Establish Dong Thang Commune in Co Do District by adjusting 1,501.82 hectares of natural area and 5,128 inhabitants from Dong Hiep Commune. Dong Thang Commune will have 1,501.82 hectares of natural area and 5,128 inhabitants.- Establish Thoi Xuan Commune in Co Do District by adjusting 1,710.64 hectares of natural area and 7,009 inhabitants from Thoi Dong Commune. Thoi Xuan Commune will have 1,710.64 hectares of natural area and 7,009 inhabitants.- Establish Tan Thanh Commune in Co Do District by adjusting 1,631.58 hectares of natural area and 7,928 inhabitants from Thoi Thanh Commune. Tan Thanh Commune will have 1,631.58 hectares of natural area and 7,928 inhabitants.- Establish Truong Xuan B Commune in Co Do District by adjusting 2,014.89 hectares of natural area and 7,503 inhabitants from Truong Xuan A Commune.- Establish Truong Thang Commune in Co Do District by adjusting 1,481.86 hectares of natural area and 6,466 inhabitants from Truong Thanh Commune; 656.54 hectares of natural area and 4,711 inhabitants from Thoi Lai Commune.
