Developing a code of conduct at community tourism locations in Vietnam

For the management and enhancement of human resource quality in the Scheme for Community Tourism Development in Vietnam, the Ministry of Culture, Sports, and Tourism of Vietnam has proposed the following measures:

- Establish management boards and specialized groups such as: Emergency Response Group, Safety and Hygiene Monitoring Group, Guide Group, Cultural Performance Group, Cooking Group, etc., with clearly defined roles and responsibilities for each group member.

The cooperation and coordination among tourism professionals should be clearly demonstrated in the sharing of benefits at community tourism sites.

- Enhance capacity and professional skills for local residents involved in community tourism activities. Provide support and training in professional skills for effective organization, management, and development of tourist destinations.

Strengthen training to improve knowledge and skills, focusing on on-site training, practical training, and retraining; develop programs, content, and training materials for management boards and individuals serving tourists, with practical content and dissemination of experiences from exemplary figures within the community.

Focus on organizing practical surveys for experience exchange with localities that have successfully implemented community tourism activities.

- Develop a code of conduct at community tourism sites to ensure the responsibilities of participating parties, including codes of conduct for tourists and service providers of accommodation, food and beverages, tour organizers, guides, etc., at community tourism sites.

- Disseminate and apply the National Standard TCVN 13259:2020 Community Tourism - Service Quality Requirements, published by the Ministry of Science and Technology in Decision 3941/QD-BKHCN in 2020, and the ASEAN Community Tourism Standards.

- Promote awareness among stakeholders serving tourists within the community; encourage community members to enhance professional capacity, pursue vocational training, and higher education.

More details can be found in Decision 3222/QD-BVHTTDL, effective from October 30, 2024.
