the Government of Vietnam signed and promulgated Decree 65/2016/ND-CP stipulating the conditions for business of automobile driver training services and driver testing services.

The reissuance of an automobile driving training license shall be carried out in the following order:

- The training institution shall submit 01 dossier directly or by post to the competent authority for the issuance of automobile driving training licenses;- Within no more than 05 working days from the date of receiving the complete dossier, the competent authority, in coordination with the vocational education management agency, shall organize a field inspection of the training institution and prepare a report;- Within no more than 03 working days from the date of completion of the inspection, the competent authority shall reissue the automobile driving training license to the training institution. In the case of refusal, a written response must be made, clearly stating the reasons.
