On July 25, 2024, the Ministry of Health (Hanoi, Vietnam) issued Plan 927/KH-BYT regarding the protection, care, and improvement of people's health in Vietnam in 2025.

The Ministry of Health (Hanoi, Vietnam) assesses the situation of the implementation of the task of protecting, caring for, and improving people's health in 2024, and builds the Plan for protection, care, and improvement of people's health in Vietnam in 2025.

The Ministry of Health proposes that the Government of Vietnam shall assign the targets for 2025 as follows:

(1) The National Assembly and the Government of Vietnam assign 03 major targets in the socio-economic development plan for 2024, including:

- The rate of the population participating in health insurance reaches 95%;- The number of doctors per 10,000 people reaches 15 doctors;- The number of hospital beds per 10,000 people reaches 34.5.

(2) The Government of Vietnam assigns specific sectoral targets in the Resolution on key tasks and solutions for the implementation of the socio-economic development plan and the state budget estimate for 2024 as follows:

At the same time, the Plan proposes key tasks and solutions for the Plan.

Regarding the provision of medical services in diagnosis and treatment, the Ministry of Health specifies tasks and solutions as follows:

- Enhance solutions to improve the quality of medical examination and treatment services at all levels. Issue technical lists for medical examination and treatment; establish technical economic norms as a basis for setting medical service prices; establish standards, criteria for management, evaluation, and measurement of the quality of medical examination and treatment.

- Continue to effectively implement the Scheme to enhance the capacity of the medical test management system for the 2016-2025 period. Focus on accelerating administrative reforms, applying information technology from hospital management, health insurance assessment (BHYT), and electronic medical records. Strengthen measures to ensure security and safety in medical facilities.

- Focus on expanding remote medical examination and treatment activities, enhancing direct guidance, technical transfer, and prompt support for lower-level units and localities when treatment at the site is beyond capacity. Strengthen guidance on implementing electronic health management, electronic medical records, and applying remote medical examination and treatment for each individual.

- Effectively implement the National Strategy for Combating Antibiotic Resistance, the National Action Plan to Enhance Infection Control, the Scheme to Enhance the Capacity of the Mental Health Care System, and the Scheme to Enhance the Quality of Comprehensive Patient Care in Medical Examination and Treatment Facilities. Increase management of psychiatric forensic assessment and compulsory treatment.

- Develop and implement the Scheme to Strengthen the Capacity of the Emergency Medical System, Guidelines for Rehabilitation and Community-Based Rehabilitation. Manage and maintain the Health Care Information System, Rehabilitation for Persons with Disabilities in 2025. Research and develop health insurance payment policies for rehabilitation techniques, persons with disabilities using rehabilitation devices, assistive technologies; develop a pilot model for disability prevention, prenatal and newborn screening and diagnosis, a day rehabilitation model for Alzheimer's and dementia patients; research and evaluate criteria for determining the degree of disability.
