On December 05, 2014, the Ministry of Information and Communications issued Circular 20/2014/TT-BTTTT on open-source software products prioritized for procurement and use in governmental agencies and organizations.
Criteria for selecting open-source software products for procurement and use in state agencies (illustrative image)
In Article 3 of Circular 20/2014/TT-BTTTT, criteria for selecting open-source software products prioritized for procurement and use in state agencies and organizations are specified. The open-source software products prioritized for procurement and use in state agencies and organizations must meet the following criteria:
1. Criteria for functionality and technical features
- The software has functionalities and technical features that are appropriate with the operational requirements or corresponding regulations and guidelines on information technology applications in state agencies and organizations;- The software meets the requirement for compatibility with existing information systems and databases of the agency or organization.
2. Criteria for openness and sustainability of the software
- The software must ensure the following rights: free use of the software without paying royalties, free redistribution of the software, freedom to modify the software according to usage needs, freedom to redistribute the modified software (can be fee-based or free);- The software must have the source code and installation package provided free on the internet. Priority is given to software that comes with installation manuals and user guides in Vietnamese;- The software should have a Point of Failure (PoF) score of 50 points or lower and an Open Source Maturity Model (OSMM) score of 60 points or higher.
