Criteria for Production to Meet New Rural Standards According to Circular 35

A district meets the production criteria when it complies with the requirements specified in Clause 1 or Clause 2 below:

1. Forming a concentrated agricultural production area for the district's key agricultural products, ensuring:

- Having large-scale land and water areas across communes as regulated by each province in accordance with the local actual conditions;- Synchronously applying production processes to ensure food safety and sustainable development;- Synchronizing mechanization in crop production stages; mechanizing livestock production and aquaculture stages as regulated by each province in accordance with the local actual conditions.

2. Having a production linkage model associated with processing and consuming agricultural products and ensuring consumption of at least 10% of the output for the district's key agricultural products in one of the following forms:

- Having purchase contracts for agricultural products signed between farmers, farmer representative organizations, and enterprises, with contract implementation stable for 2 years or more.- Having production links according to the value chain based on linkage contracts for supplying materials and consuming agricultural products signed between farmers, farmer representative organizations, and enterprises according to the value chain from production to purchasing, processing, and consuming agricultural products.
