Criteria for Awarding the Title of "Labor Order"

"Labor Order" is awarded or posthumously conferred to individuals, and awarded to collectives with outstanding achievements in labor, creativity, and nation-building. The Labor Order consists of three classes: First Class, Second Class, and Third Class.

1. Criteria for awarding or posthumously awarding the “Third-Class Labor Medal”:

“Third-Class Labor Medal” is awarded or posthumously awarded to individuals who exemplarily comply with the policies of the Communist Party, the laws of the State, and meet one of the following criteria:

- Achieve outstanding accomplishments with influential impact and serve as an example in fields under ministries and central authorities, provinces, municipalities, central organizations, or have a long-term dedication in agencies, organizations, or associations;- Have exceptionally outstanding achievements in a short period or create scientific, artistic works, or initiatives that are rated excellent by the scientific council at the ministerial or provincial level, applied in practice bringing high, practical efficiency; for workers, farmers, laborers with notable achievements in labor production or effective initiatives recognized at the district level.

“Third-Class Labor Medal” is awarded to collectives that meet one of the following criteria:

- Achieve outstanding accomplishments with influential impact and serve as an example in fields under ministries and central authorities, provinces, municipalities, central organizations;- Have been awarded the “Prime Minister's Certificate of Merit” and consistently excel in the 5 subsequent years; demonstrate internal unity, exemplarily comply with the policies of the Communist Party, and the laws of the State; have over 10 years of establishment and development.

2. Criteria for awarding or posthumously awarding the “Second-Class Labor Medal”:

“Second-Class Labor Medal” is awarded or posthumously awarded to individuals who exemplarily comply with the policies of the Communist Party, the laws of the State, and meet one of the following criteria:

- Have been awarded the “Third-Class Labor Medal” and achieve outstanding accomplishments for the next 5 consecutive years with influential impact and serve as an example in fields under ministries and central authorities, provinces, municipalities, central organizations, or have a long-term dedication in agencies, organizations, associations;- Have exceptionally outstanding achievements in a short period or have invented, created, or initiated efficient applications in fields under ministries and central authorities, provinces, municipalities, central organizations; have produced exemplary scientific works or representative works at the ministerial or provincial level; for workers, farmers, laborers with recognized effective inventions or initiatives by the provincial level.

“Second-Class Labor Medal” is awarded to collectives that meet one of the following criteria:

- Achieve outstanding accomplishments with influential impact and serve as an example in fields under ministries and central authorities, provinces, municipalities;- Have been awarded the “Third-Class Labor Medal” and excel in the 5 subsequent years; demonstrate internal unity, exemplarily comply with the policies of the Communist Party, and the laws of the State.

3. Criteria for awarding or posthumously awarding the “First-Class Labor Medal”:

“First-Class Labor Medal” is awarded or posthumously awarded to individuals who exemplarily comply with the policies of the Communist Party, the laws of the State, and meet one of the following criteria:

- Have been awarded the “Second-Class Labor Medal” and achieve outstanding accomplishments for the next 5 consecutive years with a nationwide influential impact and serve as an example, or have a long-term dedication in agencies, organizations, associations;- Have exceptionally outstanding achievements in a short period or have invented, created, or initiated efficient applications with nationwide impact; produce exemplary scientific works or representative works at the national level ; for workers, farmers, laborers with inventions or initiatives applied in practice bringing efficiency, recognized by ministries and central authorities, central organizations.

“First-Class Labor Medal” is awarded to collectives that meet one of the following criteria:

- Achieve outstanding accomplishments with nationwide influential impact and serve as an example;- Have been awarded the “Second-Class Labor Medal” and excel in the 5 subsequent years; demonstrate internal unity, exemplarily comply with the policies of the Communist Party, and the laws of the State.
