CPTPP: 04 Principles for Applying Emergency Measures to Textile Products

This is the newly issued content in Circular 19/2019/TT-BCT regulating the application of special safeguard measures to implement the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (referred to as the CPTPP Agreement).

When applying emergency measures to textile products to implement the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, one must adhere to the principles listed in Article 9 of Circular 19/2019/TT-BCT as follows:

- Emergency measures for textile products shall not be applied simultaneously with one of the following measures for the same product, at the same time:- Safeguard measures on the import of foreign goods into Vietnam as stipulated in the Law on Foreign Trade Management;- Transitional safeguard measures as stipulated in this Circular.- Emergency measures for textile products shall not be applied beyond the transitional period for those textile products.- No more than one emergency measure shall be applied to the same textile product at the same time.- The investigation and application of emergency measures for textile products must be carried out in accordance with the Law on Foreign Trade Management, Decree 10/2018/ND-CP, and the regulations in Articles 10, 11, and 12 of this Circular.
