Contents of New Special-use Afforestation Measures

On November 16, 2018, the Ministry of Agriculture and Rural Development issued Circular 29/2018/TT-BNNPTNT specifying the details of new special-use forest planting measures.

Accordingly, Circular 29 stipulates the content of new special-use forest planting measures, including:

- Species selection:

- For national parks, nature reserves, and species - habitat conservation areas, indigenous species that are distributed in that special-use forest are selected;- For landscape protection areas, select indigenous species suitable for the planting site conditions;

- Vegetation treatment: Clear vegetation in strips or patches, collect vegetation in strips along contour lines and do not burn. When treating vegetation, existing trees and regeneration purposes must be preserved;

- Digging holes, fertilizing: Dig holes in rows, with hole dimensions from 30 x 30 x 30 cm or larger, fill holes combined with base fertilization before planting on hilly land;

- For alluvial land at river mouths, coastal areas, and coastal sand dunes, select hole dimensions and excavation methods suitable to specific conditions;

- Standards for seedlings to be planted must be nursery-grown from seeds, in containers; for species listed in the main forest plant species category issued by the Minister of Agriculture and Rural Development, they must meet national standards for seedlings;

- For mangrove forest species, fruit (seed) can be used for planting depending on specific conditions;

- Planting method: Plant mixed species with at least two or more species, in strips or patches; monoculture for areas with specific site conditions or light-preferring species; minimum planting density of 500 trees/ha;

- For national parks, nature reserves, species - habitat conservation areas, and landscape protection areas, technical measures are implemented. Other specific technical measures are implemented according to the technical guidance of each species.
