Content State Treasury Needs to Control Regarding Expenditures for Overseas Personnel Funded by the State Budget

This is a noteworthy provision in Circular 62/2020/TT-BTC of the Ministry of Finance guiding the control and payment of regular expenditures from the state budget through the State Treasury, which was promulgated on June 22, 2020.

To be specific: in Clause 11, Article 6 of Circular 62/2020/TT-BTC of the Ministry of Finance, it is stipulated the content that the State Treasury needs to control regarding expenditures for training and fostering personnel abroad using the state budget as follows:

- The budget-using unit prepares a Foreign Currency Budget Withdrawal Document based on the total amount in the list of fund transfers for training for students by country/school, by type of foreign currency, and sends it to the State Treasury accompanied by the documents specified in Article 7 of Decree 11/2020/ND-CP; the list of fund transfers for training for students must include the following contents: Student's full name; The country where the student is studying; Content of expenditures; Amount in foreign currency for each student; Name of the beneficiary account (name of the foreign training institution or individual entity receiving the fund); Beneficiary account number; Swift code of the beneficiary bank or full name and address of the beneficiary bank; Intermediate bank (if any); Transfer fee; Other (if any).

- The budget-using unit is responsible for the legality, validity, and accuracy of the content in the list of fund transfers for training for students and the documents sent to the State Treasury as conformable.

- The State Treasury shall, based on the allocated Budget Estimate, documents sent by the unit and the regulations in Inter-ministerial Circular 144/2007/TTLT-BTC-BGDDT-BNG dated December 5, 2007, of the Joint Ministries of Finance, Education and Training, Foreign Affairs guiding policies, allocation, and management of training funds for Vietnamese students abroad using the state budget capital, Inter-ministerial Circular 206/2010/TTLT-BTC-BGDDT-BNG dated December 15, 2010, of the Joint Ministries of Finance, Education and Training, Foreign Affairs amending and supplementing Inter-ministerial Circular 144/2007/TTLT-BTC-BGDDT-BNG to control and complete procedures for requesting the Bank to transfer funds from the State Treasury's payment account to each student.
