Recently, the Ministry of Finance issued Circular 62/2020/TT-BTC guiding the control and payment of regular expenditures from the state budget through the state treasury.

Clause 8, Article 6 of Circular 62/2020/TT-BTC stipulates that for expense items for national target programs, target programs using career funding sources, the SBV needs to control the following contents:
The SBV bases its decision on the approval of the maintenance and repair budget for infrastructure works by the competent authority; the decision to allocate the project implementation budget and the decision to approve the project by the competent authority (for projects supporting production development, livelihood diversification, and replication of poverty reduction models) and other related documents (as stipulated in Clause 5, Article 7 of Decree 11/2020/ND-CP) to implement control and payment as stipulated in Clause 1 and Clause 7, Article 6 of Circular 62/2020/TT-BTC.
For the contents (Supporting production development, livelihood diversification, and replication of poverty reduction models in poor districts, especially difficult communes under program 30A, especially difficult communes and especially difficult villages under program 35, supporting production development, livelihood diversification, and replication of poverty reduction models in communes outside program 30A and program 135, supporting workers from poor households, near-poor households, ethnic minority households to work abroad for a limited time, supporting communication and poverty reduction in information, capacity building, monitoring and evaluating program implementation): the SBV controls and pays according to the regulations stipulated in Circular 15/2017/TT-BTC dated February 15, 2017, by the Ministry of Finance, which regulates the management and use of career funding sources to implement the national target program for sustainable poverty reduction for the period 2016-2020.
