Recently, the Ministry of Education and Training issued Circular 22/2011/TT-BGDDT stipulating regulations on scientific and technological activities in higher education institutions in Vietnam.

In Circular 22/2011/TT-BGDDT, the regulations on the content of the scientific and technological plan include the development of the following tasks:
Scientific research and technological development tasks at various levels (programs, projects, pilot production projects, other scientific research and technological development tasks).
Intellectual property; application and transfer of scientific research results and technological developments; provision of scientific and technological services; organizing production and business activities suitable to the training sectors.
Training and improving the proficiency of management and scientific research staff.
Development investment projects, capacity enhancement projects, key laboratories, interdisciplinary and specialized laboratories.
Scientific research of students, graduate students, and doctoral candidates.
Domestic and international scientific and technological cooperation.
Scientific and technological information.
Labor safety - hygiene and environmental protection.
Standards - Measurement - Product Quality.
Tasks related to scientific and technological management.
Financial support for scientific and technological activities.
Other scientific and technological tasks.
