Recently, the Department of Education and Training of Ho Chi Minh City issued Official Dispatch 3871/GDDT-TC to Principals of High Schools and Heads of Units under the Department regarding the appointment of professional titles.

Successful candidates for public employee positions who meet the following conditions are exempted from probation policies:
- Having worked in roles with compulsory social insurance contributions in the education sector, in the required field for 12 months or more;
- During the work period with compulsory social insurance contributions, having performed specialized professional tasks in line with the job position requirements.
The salary arrangement for these cases is regulated as follows:
- Based on the period of service with compulsory social insurance contributions (intermittent periods can be aggregated), after deducting the probation period as prescribed, the salary is placed at level 1 of the appointed professional title (if the appointee has a master’s degree, the salary is placed at level 2, and for a doctorate degree, at level 3 of the appointed professional title). Subsequently, every 36 months or 24 months, the salary is elevated by one level.
- The salary benefit period starts from the appointment date of the professional title.
- The timeline for the next salary increase starts from the point of the current salary level establishment.
Additionally, this Official Dispatch clearly stipulates those who are out of the probation period, including:
- Successful candidates for public employee positions who have a work period with compulsory social insurance contributions but do not meet the conditions for exemption from probation policies;
- Successful candidates for public employee positions who have completed the probation period as required, met the requirements after the probation period, and have compulsory social insurance contributions.
The proposed salary for these individuals is arranged as follows: Salary is placed at level 1 of the appointed professional title. If the appointee has a master’s degree, the salary is placed at level 2, and for a doctorate degree, at level 3 of the appointed professional title. The salary benefit period and the timeline for the next salary increase are calculated from the appointment date of the professional title.
