On August 22, 2014, the Ministry of Natural Resources and Environment issued Circular 48/2014/TT-BTNMT specifying the technical standards for determining administrative boundary lines, setting boundary markers, and preparing administrative boundary records at all levels.

Circular 48/2014/TT-BTNMT regulates the presentation of administrative boundary maps for different levels as follows:
Administrative boundary maps at all levels are confined by the administrative boundary lines of each level. The base map elements are presented in accordance with the regulations for topographic maps, and the administrative boundary elements are displayed according to the administrative boundary map symbols prescribed in Appendix 08 issued with this Circular.
At the starting or ending points of administrative boundary lines surrounding an administrative unit or territory, the boundary segment is extended by 2cm at the map scale.
Administrative boundary lines at all levels should be bordered with color bands (decorative bands) in light pink, ensuring that the administrative boundary elements and geographic elements are not obscured. For boundary lines surrounding administrative units, the decorative band should be applied only to the outside; for internal administrative boundary lines, decorative bands should be applied on both sides of the boundary line.
On district-level administrative boundary maps, decorative bands should be created for commune-level boundary lines; on provincial-level administrative boundary maps, decorative bands should be created only for district-level boundary lines.
The width of decorative bands for administrative boundary lines surrounding administrative units at different levels on the map is prescribed as follows: Provincial level 15mm; District level 10mm; Commune level 5mm.
The width of decorative bands for district-level boundary lines on provincial-level administrative boundary maps is 8mm, equally divided to 4mm on each side. The width of decorative bands for commune-level boundary lines on district-level administrative boundary maps is 4mm, equally divided to 2mm on each side.
The presentation of the outer frame of the administrative boundary map is specified in Appendix 09 issued with this Circular.
