Circular 48: Regulations on Demarcation of Administrative Boundaries at All Levels

On August 22, 2014, the Ministry of Natural Resources and Environment issued Circular 48/2014/TT-BTNMT specifying the technical standards for determining administrative boundary lines, setting boundary markers, and preparing administrative boundary records at all levels.

Circular 48/2014/TT-BTNMT stipulates the marking of administrative boundaries at all levels. Administrative boundary markers at all levels must be placed at positions that have been agreed upon and legally confirmed by adjacent administrative units. The face of the marker that bears the name of an administrative unit should be oriented towards that unit. Specifically, the regulations on marking are as follows:

- When marking administrative boundaries, it must be witnessed by representatives of state administrative agencies from the adjacent administrative units and representatives of higher-level state administrative agencies. When marking the provincial-level administrative boundaries, representatives of state administrative agencies from adjacent administrative units must be present;- After marking the administrative boundaries, a confirmation diagram of the position of the markers must be drawn up. When drawing the diagram, at least three (03) permanently stable natural objects must be selected as references to restore the position of the markers in case they are lost or destroyed later. Measurements from the marker to the reference object should be precise to the nearest second for angles and to the nearest 0.1 m for distances; The confirmation diagram of the markers’ positions must follow the templates specified in Appendix 03a, 03b, 03c issued with this Circular;- After completing the marking, the administrative boundary markers at all levels must be handed over to the administrative units directly managing the markers and a handover record must be made according to the template specified in Appendix 07 issued with this Circular.
