On December 28, 2018, the Ministry of Labor, Invalids, and Social Affairs of Vietnam issued Circular 45/2018/TT-BLDTBXH stipulating the minimum volume of knowledge, competency requirements that students must achieve upon graduation at the intermediate level and college level for disciplines and professions in the fields of architectural engineering technology, construction works, mechanics, electricity, electronics, communication, and chemistry.

Circular 45/2018/TT-BLDTBXH stipulates the requirements that learners must achieve after graduating from the intermediate level of the Electrical and Electronic Technology sector. The requirements include:
1. Knowledge:
- Accurately explain the specifications and properties of materials and components commonly used in the electrical and electronic fields.
- Analyze the properties, structure, operating principles, and applications of electrical and electronic devices.
- Analyze the structure, operating principles, and applications of electrical and electronic systems in the industry.
- Present methods for using measurement devices and handheld tools in the electrical and electronic field.
- Analyze the installation and operation process of electrical and electronic systems.
- List personal responsibilities and duties in relation to group/department members.
- Explain how to perform tasks to promote collaboration with group members to achieve set goals.
- Identify the handover process and work log.
- Identify labor safety standards.
- Present basic knowledge of politics, culture, society, law, national defense and security, and physical education as prescribed.
2. Skills:
- Read technical drawings of the profession (schematic diagrams, installation diagrams); list the equipment, materials, and components required for the electrical circuit.
- Proficiently use handheld tools in the electrical and electronic field.
- Assemble basic electronic circuits.
- Install electrical and electronic devices.
- Measure, inspect, and repair basic industrial and household electrical and electronic devices.
- Properly implement the construction and operation process of the power supply distribution system.
- Properly install and operate residential and industrial electrical systems.
- Operate equipment in automated production lines.
- Address inquiries, plan provision of requirements, and choose products to meet customer demands.
- Support group members to ensure achieving set goals.
- Use basic information technology as prescribed; apply information technology in certain professional tasks of the sector.
- Use basic foreign language skills, achieving level 1/6 in the Vietnamese Foreign Language Competency Framework; apply foreign language skills in certain professional tasks of the sector.
3. Autonomy and responsibility level:
- Be responsible for personal and group work outcomes to the leadership of agencies, organizations, and enterprises.
- Be capable of solving work tasks and arising issues within the scope of changing working conditions.
