Recently, the Ministry of Education and Training issued Circular 33/2014/TT-BGDDT promulgating the Regulations on standards for evaluating the quality of nursing training programs at university and college levels.

Circular 33/2014/TT-BGDDT regulates the standards for the training activities of University and College level Nursing Training Programs as follows:
- Compliance with the current admission regulations of the Ministry of Education and Training;- The number of admissions matches the training capacity of the training institution and meets societal needs;- The school's admission process is transparent and clear.
- Arrange and organize courses at the school and clinical practice sites appropriately according to each level in the training process, with reference to the Basic Competency Standards for Vietnamese Nurses to equip students with the necessary knowledge, skills, and attitudes to meet health care needs of patients, their families, and the community;- Use teaching and learning methods described in the training program, focusing on student-centered activities to promote the development of communication skills, collaboration skills, and decision-making abilities essential for nurses;- Organize teaching and learning of theory, practice, and clinical internships based on competencies and the latest, most reliable evidence.
- Assessments of students are conducted seriously, in accordance with regulations, ensuring accuracy, fairness, and objectivity;- Innovate assessment methods; use various, objective assessment forms to motivate teaching and learning;- Annually summarize, review experiences, and disseminate innovations in assessment, improving assessment activities based on feedback from students and lecturers.
- Enable students to participate in professional practice activities starting from the first year to understand the profession and engage in a professional environment;- Organize professional practice activities, allowing students to apply theory to practice and develop professional skills;- Regularly gather feedback from clinical sites, students, lecturers, and medical staff on professional practice activities.
- The school or department has effective measures to integrate teaching, learning, and nursing research;- The school or department conducts scientific research projects in nursing with student participation from the second year onwards;- The school or department applies nursing research results in teaching and learning.
- There is a decentralized assignment of responsibilities for managing students' learning and practice results;- Learning results are stored in various formats, with specialized software ensuring safety and confidentiality;- Storage of learning results facilitates management, comprehensive reporting, and students can access their results.
- Periodically implement evaluations of training activities;- Have measures to monitor the periodic evaluation of training activities;- Have measures to improve and enhance the quality of training activities based on evaluation results.
