Circular 23: Promulgating the Environmental Protection Duties for the Industry and Trade Sector

The environmental protection tasks are organized and implemented in the following forms: Tasks, projects, and are specified in the Decision on the Assignment of Environmental Protection Tasks by the Ministry of Industry and Trade. Article 3 Circular 23/2018/TT-BCT stipulates that environmental protection tasks must stem from practical requirements of environmental protection work under the responsibility of the Ministry of Industry and Trade and in accordance with current regulations, covering the following contents:

- Developing and implementing programs, projects, schemes, mechanisms, and policies for environmental protection assigned to the Ministry of Industry and Trade by the Government of Vietnam, the Prime Minister of Vietnam, and competent authorities.- Developing and maintaining the operation of an information system and database on environmental protection in the industry and trade sector.- Developing technical standards, technical regulations, and technical procedures on environmental protection for specific production processes and emissions in the industry and trade sector; Developing environmental standards and regulations for goods and products to ensure domestic environmental protection requirements as well as international economic integration.- Developing and issuing documents, technical manuals, economic-technical norms serving the waste management, waste auditing, and environmental management tasks of the industries under the management of the Ministry of Industry and Trade; Developing and disseminating advanced, exemplary models on pollution prevention and control in the industry and trade sector.- Implementing environmental monitoring programs, preparing reports on environmental protection in the industry and trade sector, impact reports on the environment of various industry and trade fields, and periodic and ad hoc environmental reports.- Appraising strategic environmental assessment reports under the jurisdiction of the Ministry of Industry and Trade; Inspecting and supervising the implementation of environmental protection regulations on enterprises in the industry and trade sector.- Propagating, disseminating, and educating about environmental law; Training and improving professional skills in environmental protection; Organizing commendation activities for environmental protection work in the industry and trade sector.- Activities of the Steering Committee, Executive Committee, and Standing Office on environmental protection decided by competent authorities; Counterpart funds for international cooperation projects on environmental protection (if any) and other activities related to environmental protection tasks approved by the Minister of Industry and Trade.- Executing urgent tasks assigned by competent authorities and the Minister of Industry and Trade (if any).
