Circular 10: General Standards for Heads and Deputy Heads of the Department of Education & Training

From September 30, 2019, the Head and Deputy Head of the Department of Education and Training (GD&DT) must meet the general standards stipulated in Article 3 of Circular 10/2019/TT-BGDDT as follows:

- Proficiently grasp the policies and guidelines of the Communist Party, and the laws and policies of the state in the field of GD&DT and related fields to apply them in leadership and management of the local education sector. Exemplify ethics, lifestyle, and compliance with the guidelines of the Communist Party, and the laws and policies of the state.

- Possess forecasting capabilities, strategic thinking, developmental orientation, and the ability to summarize practices; capability in change management, information processing, and communication in GD&DT.

- Have the capability to advise the District People's Committee (UBND at the district level), and the Chairman of the District People's Committee on building and implementing policies on education and training; have the capability to organize and execute tasks under state management responsibilities concerning education of the GD&DT department as regulated to resolve local education issues.

- Possess the capability to gather the masses, ensure internal solidarity, practice democracy; build a cultural working environment, and utilize the creativity of members within the GD&DT department and affiliated educational institutions.

- Have the capability to cooperate with relevant agencies, organizations, and individuals to effectively perform assigned tasks.

- Hold a bachelor's degree in pedagogy or a bachelor's degree and have a certificate in pedagogical training.

- Possess a certificate in training programs for heads and deputy heads of the department of education and training as regulated by the Ministry of Education and Training.

- Have at least 5 years of working experience in the education sector.
