Recently, Circular 46/2013/TT-BYT was uniformly issued by the Ministry of Health, stipulating the functions, tasks, and organizational structure of rehabilitation facilities.
In accordance with current regulations, the organizational forms of rehabilitation facilities include:

- Functional Rehabilitation Department, Functional Rehabilitation Center belonging to the medical examination and treatment facility.- Functional Rehabilitation Clinic.- Functional Rehabilitation Hospital.
Currently, rehabilitation facilities are assigned specific tasks to assist patients and people with disabilities through medical and rehabilitation techniques (PHCN). In Circular 46/2013/TT-BYT, the tasks of these facilities are regulated, for instance, the tasks of the Functional Rehabilitation Center include:
- Conduct medical examination, treatment, and PHCN at the center and other departments within the medical examination and treatment facility in the forms of inpatient, outpatient, and day PHCN.- Organize the production, supply, and guidance on the use of assistive devices for patients.- Provide counseling for patients and their families on PHCN, psychology, education, and vocational orientation.- Perform advocacy for the prevention of disabilities and diseases.- Act as the focal point of the medical examination and treatment facility in directing PHCN and community-based PHCN.- Carry out other duties related to medical examination and treatment when conditions permit and approved by the competent authority.
Thus, the Functional Rehabilitation Center plays an important role in the process of assisting patients and people with disabilities to minimize the impact of disabilities, providing patients the opportunity to equally participate in social activities and integrate into the community.
