Decree 12/ND-CP stipulates the adjustment of administrative boundaries of Co Do district to establish Thoi Lai district as follows:

- Establish Thoi Lai district under Can Tho city on the basis of adjusting 25,566.30 ha of natural area and 126,842 people from Co Do district.- Thoi Lai district will have 13 administrative units, including the communes: Thoi Thanh, Tan Thanh, Dinh Mon, Truong Thanh, Truong Xuan, Truong Xuan A, Truong Xuan B, Truong Thang, Xuan Thang, Thoi Tan, Dong Binh, Dong Thuan and the commune-level town Thoi Lai.- After the establishment of Thot Not district and related wards; adjust the administrative boundary of Co Do district to establish Thoi Lai district:- Thot Not district will have 9 administrative units, including the wards: Thot Not, Thoi Thuan, Thuan An, Trung Nhut, Thanh Hoa, Trung Kien, Thuan Hung, Tan Hung, Tan Loc.- Thoi Lai district will have 12 administrative units, including the communes: Thoi Thanh, Tan Thanh, Dinh Mon, Truong Thanh, Truong Xuan, Truong Xuan A, Truong Xuan B, Truong Thang, Xuan Thang, Thoi Tan, Dong Binh, Dong Thuan and the commune-level town Thoi Lai.- Co Do district will remain with 10 administrative units, including the communes: Thoi Hung, Dong Hiep, Dong Thang, Thoi Dong, Thoi Xuan, Trung Hung, Thanh Phu, Trung An, Trung Thanh and the commune-level town Co Do.- Vinh Thanh district will have 11 administrative units, including the communes: Vinh Trinh, Vinh Binh, Thanh My, Thanh Quoi, Thanh An, Thanh Tien, Thanh Thang, Thanh Loi, Thanh Loc and the commune-level town Vinh Thanh, commune-level town Thanh An.
