Recently, the Ministry of Labor, War Invalids and Social Affairs officially signed and issued Circular 28/2019/TT-BLDTBXH guiding the organization of Action Month for Children.
At Article 3 of Circular 28/2019/TT-BLDTBXH prescribing the content of activities for the Action Month for Children applicable from February 20, 2020, specifically includes the following main contents:

- Communication
+ Disseminating, popularizing laws, policies, programs, plans, and projects for children;
+ Building messages to deploy the theme and content of activities for the Action Month for Children;
+ Developing communication materials and products;
+ Organizing social activities for children in the community.
- Resource Mobilization: The Children's Fund, off-budget financial funds, social funds, charity funds, agencies, and organizations working for children to mobilize voluntary contributions from agencies, organizations, and individuals domestically and internationally to achieve child-related goals prioritized by the State or to construct facilities for children in accordance with legal regulations.
- Activities to promote children's participation:
+ Organizing forums, conferences, seminars, and talks for children to express their opinions, recommendations, and wishes or for agencies and organizations to dialogue, survey, and listen to children's opinions and wishes regarding child-related issues or issues affecting children;
+ Organizing clubs, teams, and groups for children; programs and activities initiated and carried out by children locally; other activities to promote children's participation;
+ Organizing classes to guide children on life skills, self-protection skills, and prevention of violence and child abuse, as well as prevention of child accidents and injuries, appropriate to children's age, maturity, and development level.
- Receiving and managing children for summer activities at communes, wards, commune-level towns, and residential communities.
- Organizing safe, healthy recreational, entertainment, cultural, sports, tourism, and sightseeing activities for children.
- Inspecting, reviewing, detecting, and promptly addressing unsafe places with a risk of causing child accidents and injuries.
- Implementing the movement of all people caring for, educating, and protecting children according to the legal provisions on the responsibilities of agencies, organizations, educational institutions, families, and individuals in exercising children’s rights and duties.
