On September 09, 2024, the Ministry of Education and Training of Vietnam issued Official Dispatch 5201/BGDDT-GDTX regarding the organization of the Lifelong learning response week in Vietnam in 2024.

The Ministry of Education and Training requests the People's Committees of provinces and centrally affiliated city (hereinafter referred to as provinces) to direct the Department of Education and Training, the Provincial Association for Promoting Education, district-level People's Committees, and relevant units to organize the Lifelong learning response week in Vietnam in 2024.

Official Dispatch 5201/BGDDT-GDTX specifies the theme of the Week: Developing a reading culture to promote lifelong learning.

The Week will be organized from October 01, 2024 to October 07, 2024, with the Opening Ceremony of the Week held on October 01, 2024.

The activities in the Lifelong learning response week in Vietnam in 2024 are as follows:

Based on the theme of 2024 and the specific conditions of the locality, the People's Committees of the provinces are to direct the implementation of the 2024 Week with appropriate, flexible, creative forms and content, and mobilize maximum resources to organize activities to develop a reading culture to promote lifelong learning.

The Ministry of Education and Training of Vietnam suggests the following activities:

- Enhance and innovate information and communication activities on mass media, electronic portals of relevant units and organizations, and social networks about the importance and role of developing a reading culture to promote lifelong learning. Hang banners and slogans at educational institutions, factories, offices, agencies, and public places; organize propaganda in various forms about the theme and activities of the Week to inform and encourage public participation.

- Organize the Opening Ceremony of the Week with the participation of representatives of Party Committee leadership, authorities, agencies, social organizations, relevant businesses; representatives of educational institutions, cultural organizations, mass media; representatives of all social classes, students, learners, and students in the area.

- Implement the Week's activities in suitable, effective forms; focus on remote and difficult areas to ensure widespread social response, bringing the Week's theme into life in a practical way.

+ Organize book fairs to introduce new books and create interaction spaces between authors and readers; establish reading clubs based on themes and age groups to encourage collective reading and sharing experiences; conduct writing, drawing, and storytelling competitions based on books to stimulate creativity and interest in reading; organize workshops to share experiences on innovating school libraries and developing a reading culture in educational institutions and communities; hold events, exchange activities, competitions, discussions, etc., to encourage students, learners, teachers, management staff, and the public to read books; mobilize students, learners, students, and the public to donate books to build classroom libraries for schools in remote areas.

+ Enhance school library activities, intensify IT applications, optimize technology platforms, and digitize to improve library services; introduce and expand exemplary school library management and activity models;

+ Mobilize organizations and individuals to invest in equipment, bookshelves, and books for educational institutions, especially schools in difficult areas; encourage parents to actively participate in building classroom libraries and parent bookshelves;

+ Innovate teaching methods, and testing and assessment approaches to utilize learning resources, reference materials, and information outside textbooks to improve education quality, encourage students to read printed and digital materials, and foster self-study and lifelong learning abilities.

+ Organize classes to teach skills, reading methods, and information collection and processing methods to students and learners in educational institutions; for general schools, integrate this content into reading/library periods; open classes guiding reading skills and methods, and share reading experiences with the public at community learning centers.

+ Diversify library services; promote mobile library services in localities, especially rural areas and socio-economically disadvantaged regions; enhance the circulation of books, newspapers, and documents between libraries, focusing on transferring from public library systems to rural, mountainous, and socio-economically disadvantaged areas, schools, border posts, prisons, and private libraries serving the community; continue to innovate the organization and operation methods of school libraries to create favorable environments for students to regularly access books in various forms such as “green libraries,” “friendly libraries,” “corner class libraries,” “mobile libraries,” “flexible libraries,” “digital libraries,”...
