On April 8, 2024, the Central Steering Committee for National Target Programs for the period of 2021–2025 issued Decision 54/QD-BCDCTMTQG regarding the Work Program for 2024.

The Central Steering Committee for National Target Programs for the period of 2021-2025 issued the 2024's Work Program with the following objectives, requirements, and key tasks:

(1) Objectives, requirements

- Continuously direct and effectively implement Resolutions 120/2020/QH14 dated June 19, 2020, No. 24/2021/QH15 and No. 25/2021/QH15 dated July 28, 2022, approved by the National Assembly on the investment direction for three national target programs (NTPs), No. 104/2023/QH15 dated November 10, 2023, approved by the National Assembly on the state budget estimate for 2024, No. 108/2023/QH15 dated November 29, 2023, approved by the National Assembly regarding the specialized supervision of the implementation of Resolutions by the National Assembly on the NTPs for building new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas, and No. 111/2024/QH15 dated January 18, 2024, approved by the National Assembly on certain mechanisms and policies for implementing the NTPs; Decisions 1719/QD-TTg dated October 14, 2021, No. 90/QD-TTg dated January 18, 2021, and No. 263/QĐ-TTg dated February 22, 2022, approved by the Prime Minister on the investment for three NTPs, and the guiding documents by the Prime Minister and the Head of the Central Steering Committee.

- Clearly assign responsibilities to each member of the Central Steering Committee for the implementation of the functions, tasks, and authorities of the Central Steering Committee for the construction and improvement of institutional frameworks; focus on addressing difficulties and obstacles faced by localities during the implementation and organization of the NTPs.

- Strengthen the inspection, supervision, and regular monitoring of the progress of the NTPs by the Central Steering Committee and its members; ensure the effectiveness and substance of the inspection and supervision work of the Central Steering Committee.

(2) Key tasks

In 2024, the Central Steering Committee will continue to implement the tasks assigned in Decision 1945/QD-TTg dated November 18, 2021, by the Prime Minister; Decision 18/QD-BCDCTMTQG dated January 27, 2022, by the Head of the Central Steering Committee; the instruction of Deputy Prime Minister Tran Luu Quang, Head of the Central Steering Committee, in Notification 93/TB-VPCP dated March 13, 2024, by the Government Office regarding the 5th online meeting of the Central Steering Committee with localities on the implementation of the NTPs in 2023 and the first two months of 2024; the tasks and key solutions for the upcoming period, focusing on the implementation of the following main contents:

- Continue to improve the system of management mechanisms, policies, and organization for implementing the national target programs; ensure consistency and coherence among legal normative documents and guidelines.

- Implement Resolution 111/2024/QH15 on certain mechanisms and policies for implementing the NTPs, approved by the National Assembly on January 18, 2024, in order to overcome difficulties and obstacles and accelerate the progress of the NTPs at the local level; timely handle or report to the competent authorities to resolve any difficulties and obstacles that arise during the implementation of the Resolution.

- Focus on developing plans for inspection, supervision, and urging the implementation of objectives, tasks, state budget estimates, and investment plans funded by the state budget assigned by the competent authorities; proactively address difficulties and obstacles faced by localities within their authority. Apply information technology to serve the management, guidance, and operation of the NTPs from the central to grassroots levels.

- Make resolute efforts to achieve the highest possible completion of the goals and targets assigned by the National Assembly, and be determined to disburse 100% of the planned funds assigned in 2024 (including the state budget funds allocated in 2022 and 2023, which are carried over to be implemented in 2024).

- Enhance coordination among central ministries, agencies, and localities, as well as among members of the Central Steering Committee and assisting agencies, in providing advice to the Government, the Prime Minister, and the Head of the Central Steering Committee in the management, guidance, operation, and implementation of the national target programs (NTPs) to ensure their effectiveness.

- Strengthen information, communication, and dissemination of laws and regulations, as well as training for officials, civil servants, employees, businesses, and the public on the NTPs to raise awareness, foster consensus, and harness the collective strength of society in the implementation of the NTPs.
