12 Cases of Health Insurance Non-Eligibility

Health Insurance (HI) is currently a widely popular social policy for everyone. Generally, when citizens participate in HI and visit medical facilities for consultation and treatment, their costs will be covered by HI. However, there are cases where participants of HI will not be reimbursed for the following expenses:

  1. Cases covered by the state budget. To be specific:

- Medical examination, treatment, rehabilitation, regular prenatal check-ups, childbirth;

- Medical examination for screening, early diagnosis of certain diseases;

- Transporting patients from district-level to higher-level facilities for subjects specified at points a, d, e, g, h and i, Clause 3, Article 12 of the Law on Health Insurance Amendments 2014 in cases of emergency or when being treated as an inpatient and required to be transferred for specialized technical reasons, specifically:

+ Officers, professional soldiers, non-commissioned officers, and soldiers on active duty; professional non-commissioned officers, professional technical officers working in the People's Public Security forces, cadets of the People's Public Security, non-commissioned officers, soldiers serving a fixed term in the People's Public Security; individuals working in cryptographic positions with salary equivalent to military personnel; cryptographic students enjoying policies as cadets in military schools and public security schools;

+ People with meritorious services to the revolution, veterans;

+ Children under 6 years old;

+ Individuals receiving monthly social protection allowances;

+ Members of poor households; ethnic minorities living in areas with difficult socio-economic conditions; people living in areas with especially difficult socio-economic conditions; people living in island communes, island districts;

+ Relatives of people with meritorious services to the revolution, including biological parents, spouses, children of martyrs; individuals who have manners to nurture martyrs;

+ Relatives of other people with meritorious services to the revolution.

  1. Convalescence and recuperation at convalescent and rehabilitation centers;

  2. Health check-ups;

  3. Testing and prenatal diagnosis not for the purpose of treatment;

  4. Using assisted reproductive techniques, family planning services, abortion, except in cases of pregnancy termination due to fetal or maternal pathological reasons;

  5. Using cosmetic services;

  6. Treatment of strabismus, myopia, and refractive errors of the eyes, except for children under 6 years old;

  7. Use of replacement medical supplies including artificial limbs, prosthetic eyes, dentures, eyeglasses, hearing aids, mobility aids in medical examination, treatment, and rehabilitation;

  8. Medical examination, treatment, and rehabilitation in the event of a disaster;

  9. Medical examination and treatment for drug addiction, alcoholism, or other substance addictions;

  10. Medical judicial assessment, forensic examination, mental forensic examination;

  11. Participation in clinical trials and scientific research.

Cases not covered by health insurance are specified in Article 23 of the Law on Health Insurance 2008, as amended and supplemented in Clause 16, Article 1 of the Law on Health Insurance Amendments 2014.
