Recently, the Ministry of Health issued Circular 59/2015/TT-BYT regulating the functions, tasks, powers, and organizational structure of the Reproductive Health Care Centers of provinces and cities under central authority.

Circular 59/2015/TT-BYT stipulates that the Provincial Reproductive Health Care Center has the following tasks and functions:
- Develop plans and organize the implementation of specialized and technical missions on reproductive health throughout the province based on orientations, policies, strategies, and plans of the Ministry of Health and the actual situation at the local level, presented for approval by the Director of the Department of Health. These include the following areas: women's health care, maternal health; neonatal and child health; maternal and child nutrition; adolescent and youth reproductive health; male and elderly reproductive health; family planning services; safe abortion; prevention, infection control, and reproductive tract cancer prevention; infertility prevention and treatment.- Act as a focal point to cooperate with relevant units in directing, guiding, and inspecting specialized and technical activities in reproductive health care with medical facilities throughout the province.- Coordinate with relevant units to organize the implementation of information, communication, and education on reproductive health care in the province. Bear responsibility for professional content on reproductive health care in communication activities.- Develop plans and organize continuous training for personnel in specialized and technical fields of reproductive health care according to provincial and central plans; participate in training, continuous training on reproductive health care according to provincial and central plans in the area; serve as a practice base for medical human resource training institutions of the province and the central government in the field of reproductive health.- Conduct and participate in scientific research, apply scientific and technological advancements in the field of reproductive health care.- Manage and organize the implementation of domestic and international projects and programs on reproductive health care in the province as approved by competent authorities.- Organize and implement service activities on reproductive health care according to legal regulations.- Organize, inspect, evaluate, monitor, and supervise activities in the field of reproductive health care in the province. Participate in specialized inspection teams on reproductive health care when required.- Manage officials and public employees, laborers, and finance, assets of the unit according to legal regulations.- Implement statistical policies, reporting according to legal regulations.- Perform other tasks and powers assigned by the Director of the Department of Health and competent authorities.
