10 New Standards for Individuals Holding the Position of Head of the Department of Education and Training

To be considered for appointment to the position of Head of the Department of Education and Training, officials and public employees must fully meet the standards stipulated in Articles 3 and 4 of the Circular 10/2019/TT-BGDDT as follows:

- Master the policies and guidelines of the Communist Party, state laws and policies concerning education and training and related fields to apply them in leadership and management of the local education sector. Be a model of ethics, lifestyle, and compliance with the Communist Party’s guidelines and state laws and policies.

- Possess forecasting ability, strategic thinking, development orientation, and practical summary; capabilities in managing changes and handling information and communication in education and training.

- Have the competence to advise the district-level People’s Committee, Chairperson of the district-level People's Committee in formulating and implementing guidelines and policies on education and training; capability in organizing the implementation of tasks under the state management responsibilities of the Department of Education and Training as stipulated to address issues related to education and training at the local level.

- Possess the capability to gather the masses, maintain internal solidarity, practice democracy; build a cultural working environment, and promote the creativity of members in the Department of Education and Training and subordinate educational institutions.

- Capability to cooperate with relevant agencies, organizations, and individuals to effectively perform assigned tasks.

- Hold a bachelor’s degree in pedagogy or a bachelor's degree along with a certificate in pedagogical training.

- Have a certificate of the training program for heads of the department of education and training as prescribed by the Ministry of Education and Training.

- Have at least 5 years of service in the education sector.

- Have experience in holding the position of Deputy Head of the Department of Education and Training or equivalent; principal of an educational institution or equivalent.

- Approved by competent authority for the planning of the head of the department or equivalent.
