This is an important provision stipulated in Circular 106/2011/TT-BTC guiding the management and use of funds for implementing the policy to support poor households with housing according to Decision 67/2010/QD-TTg, amending Decision 167/2008/QD-TTg on the policy to support poor households with housing issued by the Ministry of Finance on July 14, 2011.

As stipulated in Article 4 of Circular 106/2011/TT-BTC, the management expenses for implementing the policy of supporting poor households with housing include the following 10 items:
Expenses for propaganda and dissemination of policies to support poor households with housing: The expense rate follows the current regulations on propaganda, dissemination, and law.
Expenses for stationery; printing forms, lists of poor household beneficiaries; purchasing books, and materials for management tasks: Payment is based on actual costs and within the approved budget scope.
Expenses for investigation, review, and statistical data of subjects: The content and expense rate for investigation and survey are implemented according to the provisions of Circular No. 58/2011/TT-BTC dated May 11, 2011, by the Ministry of Finance on managing, using, and settling funds for statistical surveys.
Expenses for supporting the application of information technology in managing records and subjects: The content and expense rate follow current regulations on managing and using funds for IT application in the operations of state agencies.
Expenses for training, professional development, preliminary review, and summary: The content and expense rate follow current regulations on training and developing officials and policies for organizing conferences and training sessions for state agencies and public service providers.
Expenses for appraising dossiers requesting support for poor households with housing: Based on the actual situation and the estimated management budget for implementing the Housing Support Program for Poor Households, the People's Committees of provinces and centrally-run cities will decide on a specific expense rate accordingly.
Expenses for purchasing, repairing assets, equipment, and means for managing the subjects are implemented according to current regulations on bidding for asset procurement to maintain regular operations of state agencies using state funds.
Expenses for fuel, communication: The expense rate is based on legal invoices and spending documents.
Expenses for other rentals serving the payment and management of subjects: The expense rate is implemented according to the contract, receipt or invoice (in case of service rental).
Other expenses related to the implementation of the policy.
