On May 23, 2018, the Ministry of Finance issued Circular 09/2018/TT-BTC specifically stipulating the duties of market inspectors.
Accordingly, Circular 09 specifies the duties of market inspectors, including:
- Developing specific plans to implement management tasks under the functions and duties of the Market Management force; formulating plans and methods for inspection and examination within the assigned domain.- Studying and addressing issues within their authority or advising and submitting to competent authorities for decision-making on specific matters; inspecting and handling administrative violations within their authority; recommending administrative measures to competent authorities to prevent and halt violations.- Monitoring, compiling, and promptly reporting on the implementation of inspections and handling of violations as prescribed.- Recording documents, establishing violation case files; compiling statistics, summarizing the situation, and promptly reporting on the implementation of inspections, controls, and handling of violations as prescribed.- Researching and recommending amendments and supplements to mechanisms, policies, laws, and administrative measures to enhance state management, ensure compliance with the law, and improve the effectiveness of market inspection and control.
