Regarding this issue, LawNet would like to answer as follows:
On January 12, 2024, the Minister of Defense issued Circular 02/2024/TT-BQP on the inspection of military vessels.
The inspection of military vessels is the activity of inspecting, classifying, and issuing certificates of technical safety and environmental protection for military vessels in new construction, conversion, modernization, acceptance, procurement, import, repair (hereinafter referred to as repairs), and operation.
The types of inspection of military vessels include:
(1) Initial inspection, including: inspection and technical supervision of newly constructed vessels; vessels accepted, purchased, imported, or changing registration organizations;
(2) Periodic inspection, including: annual inspection; in-service inspection; periodic inspection for military vessels in operation;
(3) Extraordinary inspection;
(4) Inspection for conversion, modernization, and repairs.
The content and deadlines for the types of inspection of military vessels are carried out according to the regulations of the national standards system, national technical standards, and the regulations of the Ministry of Defense.
The specific requirements for each inspection will be adjusted accordingly to the type of vessel, actual technical condition, operating area, vessel lifespan, results of previous inspections, and the unit's vessel usage plan.

The inspection of military vessels starting on February 27, 2024, must comply with the following principles:
- New construction, conversion, modernization, procurement, import, acceptance, repairs, and operating military vessels must undergo inspection and be issued certificates of technical safety and environmental protection by registration facilities in accordance with national standards, national technical standards, international conventions, state regulations, and the Ministry of Defense regulations.
- The inspection of military vessels must ensure independence, integrity, objectivity, and compliance with the regulations of national standards, national technical standards, international conventions, state regulations, the Ministry of Defense, or other standards accepted by the Ministry of Defense.
- The inspection of military vessels is carried out by registration agencies and facilities within the military. Registration organizations outside the military (hereinafter referred to as registration organizations) are only allowed to carry out the inspection of military vessels when permitted by the Ministry of Defense.
- Registration facilities and inspectors of military vessels are only allowed to carry out registration activities within the scope of their assigned tasks and responsibilities, and in accordance with authorized, recognized fields and industries.
- Relevant agencies, units, organizations, and individuals must strictly comply with the registration activities for military vessels according to the regulations of the state, the Ministry of Defense, and regulations on the protection of state secrets and military secrets.
- The inspection activities of the registration do not replace the responsibilities of technical inspection agencies, quality inspection agencies of the using units, shipbuilding and repair facilities, and industrial product manufacturing facilities used for the construction and repair of military vessels.

The Directorate for Standards, Metrology, and Quality is the agency responsible for consulting with the Chief of the General Staff to assist the Minister of Defense in formulating policies and measures for state management of the inspection of military vessels.
Registration agencies for military vessels at all levels: Have the function of advising and assisting the commanding officers in organizing the inspection of military vessels within the assigned scope and authority.
Registration facilities for military vessels: Have the function of directly carrying out the registration activities for military vessels within the assigned scope and authority.
