On November 11, 2019, the Ministry of Finance issued Circular 77/2019/TT-BTC stipulating the codes, professional standards, operations, and salary ranking for officials in the specialized fields of accounting, taxation, customs, and reserves.
According to Circular 77/2019/TT-BTC, a Tax Inspector (code 06.038) is a professional official in the tax sector; directly performs the tasks related to tax management expertise. A Tax Inspector must meet specific standards in terms of professional competence, expertise, and training qualifications to perform the assigned job efficiently. Below is an example of the standards for the training qualifications of a Tax Inspector:

- Holds a university degree or higher in a relevant field of study aligned with the job requirements;- Possesses a certificate in the training program for the tax inspector rank;- Holds a foreign language certificate with a proficiency level equivalent to level 2 of the Vietnamese language proficiency framework as stipulated in Circular 01/2014/TT-BGDDT dated January 24, 2014, by the Ministry of Education and Training, which promulgates the 6-level foreign language proficiency framework for Vietnam; or possesses an ethnic language training certificate issued by a competent training institution for officials working in ethnic minority areas;- Holds an IT certificate with a proficiency level meeting the basic IT usage skills standards as specified in Circular 03/2014/TT-BTTTT dated March 11, 2014, by the Ministry of Information and Communications, which stipulates IT usage skills standards, or an equivalent applied IT certificate.
Additionally, this Circular emphasizes that officials taking the promotion exam for the tax inspector rank, who currently hold the intermediate tax inspector rank, must have held the intermediate tax inspector rank or an equivalent for at least 3 years (full 36 months), including the latest period of at least 1 year (full 12 months) in the intermediate tax inspector rank. For those holding the tax staff rank, they must have held the tax staff rank or an equivalent for at least 5 years (full 60 months).
