03 Noteworthy Contents of Management, Maintenance, and Preservation of Firefighting Equipment

On October 28, 2014, the Ministry of Public Security promulgated Circular 52/2014/TT-BCA on the management, preservation, and maintenance of fire prevention and fighting equipment.

To be specific, Circular 52/2014/TT-BCA stipulates that firefighting equipment includes: Motorized firefighting equipment (fire trucks, specialized vehicles for firefighting, fire pumps, firefighting boats, and canoes); conventional firefighting equipment; personal protective clothing and equipment; rescue equipment; demolition tools and equipment; communication and command equipment; and fire detection and suppression systems. The circular specifies 03 key contents regarding the management, maintenance, and preservation of firefighting equipment as follows:

1. Principles of Management, Maintenance, and Preservation of Firefighting Equipment

- Comply with the provisions of this Circular and other relevant legal regulations;- Strict management and ensure readiness for firefighting;- Ensure compliance with technical processes, procedures, safety, efficiency, and cost-effectiveness.

2. Prohibited Acts

- Appropriating, selling, exchanging, pawning, mortgaging, swapping, replacing, lending firefighting equipment assigned for management, maintenance, preservation, or any other profiteering acts;- Arbitrary alteration of the structure, features, or functionalities of the firefighting equipment;- Using firefighting equipment for improper purposes, beyond set limits, or policies;- Destroying or intentionally damaging firefighting equipment assigned for management, maintenance, preservation.

3. Places for Managing Firefighting Equipment

- Fire trucks, specialized firefighting vehicles, and fire pumps must be stored in covered shelters; firefighting boats and canoes must be docked at locations that meet the operational requirements of the equipment;- Other firefighting equipment must be managed safely to ensure readiness for firefighting;- Places managing firefighting equipment must ensure safety against fire, explosion, and meet environmental protection conditions;- The head of the agency, organization, or facility equipped with firefighting equipment is responsible for organizing and arranging personnel to manage the firefighting equipment.
