1. Who are senior customs inspectors?

According to Clause 1 and Article 14 of Circular 29/2022/TT-BTC, senior customs inspectors are civil servants with the highest professional qualifications in the field of customs, arranged for leadership positions at the General Department, Department, and equivalent levels, as well as leaders of the province and city Customs Departments.They assist leaders in directing, organizing, and directly enforcing the customs law on a large scale with high complexity, on an inter-provincial or national scale, in accordance with the provisions of the Customs Law 2014.

2. Standards of senior customs inspectors in Vietnam

2.1. General standards of senior customs inspectors in Vietnam

Specifically, in Article 4 of Circular 29/2022/TT-BTC, the general standards for the quality of customs officers are specified as follows:

- Firmly grasp of the party's guidelines and lines; loyalty to the fatherland, party, and state; protection of the interests of the fatherland and the people.

- Fully fulfill civil servants' legal obligations; seriously comply with superiors' task assignments; comply with the law, discipline, and administrative order; and demonstrate exemplary implementation of the agency's rules and regulations.

- Dedication, responsibility, integrity, honesty, objectivity, and fairness; having a proper attitude and behaving culturally when performing tasks and public duties; having communication and service standards;

- Have a healthy, modest, and united lifestyle and activities; need thrift, integrity, righteousness, justice, and impartiality; do not take advantage of public affairs to seek personal benefits; and avoid bureaucracy, corruption, wastefulness, and negativity.

- Regularly have a sense of learning and training to improve quality, qualifications, and capacity.

2.2.  Specific standards of senior customs inspectors in Vietnam

* Standards of professional conduct and professional competence

- Firmly grasp the party's guidelines and policies, economic and financial laws, the state's policies and regimes related to customs work, and international law related to customs operations;

- Have a thorough understanding of customs professional expertise.capable of in-depth research and implementation of one or several areas of customs operations;

- Be able to research, analyze, synthesize, evaluate, and forecast the state of customs management activities.
at the same time, have the ability to propose the development, supplementation, and modification of customs management regulations and professional processes in accordance with the strategic direction of the development of the customs sector;

- Be capable of proposing, advising on policy formulation, and presiding over the development of customs-related laws, ordinances, and projects for submission to competent authorities for consideration and decision;

- Possess scientific research capacity, as well as the ability to organize and direct the application of scientific and technological advances to improve and increase the quality and efficiency of customs;

- For civil servants working in ethnic minority areas, basic information technology skills and the ability to use foreign languages or ethnic minority languages are required.

* Training and retraining qualification standards

- Have a university degree or higher in a training major relevant to the job requirements;

- Possess an advanced diploma in political theory, an advanced political-administrative theory, or a certificate of equivalent high-level political theory issued by a competent authority;

- Possess a certificate of state management knowledge and skills training for civil servants with the rank of senior expert or equivalent, or a master's degree in political-administrative theory.
