The application form for civil service recruitment in 2023 is form No. 01 issued together with Decree 138/2020/ND-CP.

2. Bases for recruitment of civil servants in Vietnam

- The recruitment of civil servants must be based on task requirements, job positions, and staffing quotas.

- Agencies competent to recruit civil servants shall develop recruitment plans and report them to civil servant management agencies for approval as a basis for recruitment before each recruitment period. Contents of the recruitment plan include:

+ The number of civil servant payrolls assigned by a competent authority and the number of unused payrolls of the agency employing the civil servant;

+ Number of staff to be recruited in each job position;

+ Number of job vacancies to be recruited for ethnic minorities (if any), in which clearly defined criteria and ethnic structure to be recruited;

+ Number of job positions to be recruited (if any) for each target group: People who commit to volunteering for 5 years or more in areas with extremely difficult socioeconomic conditions; learners recruited under the provisions of the Education Law to work in the locality where they were sent to study after graduating; excellent graduates; talented young scientists;

+ Standards and conditions for applying for each job position;

+ The form and content of the entrance examination or examination;

+ Other contents (if any).

- When applying for a group of excellent graduates and talented young scientists, the recruitment plan is implemented.
according to the Government's regulations on the policy of attracting and creating cadres of excellent graduates and young scientists.

3. Civil Service Recruitment Council in Vietnam

- The head of the agency competent to recruit civil servants shall decide to establish a recruitment council to organize the recruitment. The recruitment council has 05 or 07 members, including:

+ The Chairman of the Council is the head or deputy of the head of the agency competent to recruit;

+ The Vice-Chairman of the Council is the leading representative of the staffing department of the agency competent to recruit;

+ Member cum Secretary of the Council is a civil servant in the staffing department of the agency competent to recruit;

+ Other members are the leading representatives of a number of professionals and professional divisions related to the recruitment organization decided by the head of the agency competent to recruit civil servants.

- The recruitment council works on the principle of collective, makes decisions by majority; In case of equal voting, the opinion voted by the Chairman of the Recruitment Council shall be followed. The Recruitment Council has the following duties and powers:

+ Establishing supporting departments: Examination Board, Examination Board, Examination Board, Beat Board, Examination Board, Review Board (if any), Examination Board when organizing conduct interviews in round 2.

In case of necessity, the Chairman of the Recruitment Council shall establish a secretariat to assist;

+ Collecting recruitment fees and using recruitment fees according to regulations;

+ Checking the application form; organizing the exam; marking the exam; marking the review according to the regulations;

+ Reporting to the head of the agency competent to recruit civil servants to decide on the recognition of the results of the recruitment examination and examination;

+ Settling complaints and denunciations during the recruitment and selection examination;

+ The recruitment council dissolves itself after completing its tasks.

- Not arranging persons who are the candidate's father, mother, brother, sister, younger brother, or spouse; the candidate's spouse, natural or adopted child; or those who are within the disciplinary time limit or are executing disciplinary decisions as members of the Recruitment Council, members of the Recruitment Council's assisting sections.
