About 25% of rice exported directly carry the Vietnamese rice brands
On May 26, 2023, the Prime Minister issued Decision 583/QD-TTg in 2023 approving the strategy to develop Vietnam's rice export market until 2030.
According to Vietnam's rice export market development strategy to 2030, the Prime Minister has set a specific target on the percentage of rice exported directly with the Vietnamese rice brand to the following markets:
- Increase the proportion of rice exported directly to the distribution systems of the markets to about 60%; improve export efficiency through intermediary channels, especially for markets that are not convenient in transportation and payment.
- Strive to achieve about 25% of rice directly exported under Vietnamese rice brands by 2030.
Besides, there are also some other goals such as:
- Increase added value, improve export value of rice, reduce export volume by 2030 to about 4 million tons with a turnover equivalent to about USD 2.62 billion, decrease by about 2.4% in the period of 2023 - 2025 and decrease by about 3.6% in the period 2026 - 2030.
- Restructure of rice varieties for export
+ In the period of 2023 - 2025, the proportion of low- and medium-grade white rice will account for no more than 15%; high-grade white rice accounts for about 20%; fragrant rice, specialty rice accounts for about 40%; Glutinous rice accounts for about 20%. Striving for the rate of exported rice with brand names above 20%.
+ In the period 2026 - 2030, the proportion of low and medium quality white rice will account for no more than 10%; High-grade white rice accounts for about 15%. Striving for the rate of exported rice with brands above 40%.
What is the deadline for ministries, branches and localities to make periodical reports on Vietnam's rice export market development strategy?
Pursuant to Section V of Decision 583/QD-TTg of 2023 stipulating organization of implementation as follows:
ORGANIZATION OF IMPLEMENTATION
1. Ministries, branches, localities, Vietnam Food Association and rice export traders shall perform the assigned tasks in the Appendix issued with this Decision.
2. Ministries, ministerial-level agencies, Governmental agencies, People's Committees of provinces and centrally run cities, and Vietnam Food Association are responsible for coordinating with the Ministry of Industry and Trade in organizing the implementation of Strategy. Periodically, before December 15 of each year, report on the implementation of related tasks and solutions to the Ministry of Industry and Trade for synthesis.
As regulations above, ministries, branches and localities must make periodical reports on Vietnam's rice export market development strategy before December 15 every year and send it to the Ministry of Industry and Trade for synthesis.
How should the association and rice export traders implement to perfect the institution to develop the Vietnamese rice export market?
Pursuant to Subsection 1 Section IV of Decision 583/QD-TTg of 2023 stipulating as follows:
- Promote research and development of rice varieties, increase the rate of deep processing of rice products, effectively use export rice brands and Vietnam rice/Vietnam rice brands.
- Complete the development of standards for rice production, processing and export in terms of product quality and environment in international integration commitments;
Have mechanism to encourage and create favorable conditions for research, selection and crossbreeding of high-yield and high-quality rice varieties, suitable to the market's requirements;
Focus on developing rice varieties for high quality white rice, fragrant rice, round grain rice, glutinous rice and some regional specialty rice varieties, recommend to maintain at a reasonable level the cultivation area of rice with medium and low quality in line with market demand.
- Build and perfect institutions and policies to create favorable conditions and environment for farmers and traders to participate in the development of highly efficient rice value chains, deeply participate in the global rice value chain, apply use science and technology.
- Complete mechanisms and policies to improve the efficiency of rice production and export supply chains, including synchronous policies to develop logistics services in the Mekong Delta region.
- Have supportive policies to further promote OCOP products that meet both domestic standards (VGAP) and import standards of markets requiring high standards such as the EU;
Replicate typical rice varieties recognized in the world, protecting and effectively using Vietnamese rice brands, limiting the situation of Vietnamese rice products being used foreign brands in distribution systems in another country.
- Continue to develop and improve cooperation mechanisms with international financial institutions and coordinate with central banks of other countries to deploy appropriate forms of payment to support rice export activities.
- Continue to review and perfect the mechanism for managing rice export business activities in line with market developments, achieving export efficiency, and ensuring national food security by 2030.
- Develop and finalize policies to encourage rice export traders to build raw material areas, connect production, processing and distribution chains to:
Participating in the global rice value chain with Vietnamese branded rice products with high added value, bringing branded rice products into the distribution systems of other countries.
- Continue to effectively implement the project on developing the Vietnamese rice brand.
